ジョン王ののちに、イギリスでは、ヘンリー三世、エドワード一世、同二世、三世、リチャード二世と、五代に百年ほどの歳月を経て、ヘンリー四世の御代となった。
このヘンリー四世はリチャード二世の従弟に当たる方で、もとボーリンブルックとあだ名されていたが、優柔不断でお人好しの前の王が邪な家臣の言葉に左右されて失政を重ね、その上ヘンリー四世の追放中にその世襲の所領を没収したりしたため、彼はそれに怒り、王直々のアイルランド遠征の留守に乗じて、フランスから兵を率いて侵入し、リチャード二世を廃して自らイギリスの王位に昇ったのだった。
ところがこのような手段によって得られた栄誉は決して安泰なものではない。彼の不遇を哀れみ彼を助けて王位に昇らしめた人々は、ヘンリー四世がひとり高い位と多くの富とを独占してその功績を人に分かたず、ややもすれば先の助けを忘れて活躍した家臣をおろそかにする向きがあるのを見て、心ひそかに不満を抱き、国内にはなにとなく不穏な空気が漂っていた。
こうした風雲ただならぬ天下の形勢をよそに、ハル王子とあだ名された王太子ヘンリー・モンマスは日夜遊び呆けていた。
彼を取り巻く連中には勲爵士ジョン・フォルスタッフをはじめ、ポインズ、バードルフその他の悪友がいたが、なかでもこのフォルスタッフは特に異彩を放つ愉快な人物で、体はビール樽か羊毛袋のようにぶくぶくと太り、ちょっと歩くとすぐに息が切れて日向のバターの塊みたいにたらたら脂汗を流すくらい――年は五十を超えて六十に近いのだが、気は至って若く、酒を飲むことといったらまるで鯨のよう、食べることといったらまるで馬のよう、たいへん頓知が働いてしょっちゅう駄洒落と軽口を叩き、嘘を言うのは朝飯前で、いつも大言壮語しているが、それでいて実際は世にも珍しい臆病者――一口に言えば何の取り柄もない無益の存在だったが、いかにもあどけないその性格はあながちに憎むことのできない不思議な人物だった。
ハル王子はこんな連中に取り囲まれて、イーストチープの猪頭亭《ちょとうてい》という名前も卑しい妖しげな居酒屋を根城に、悪い遊びに日を送り、財布が軽くなるとときには街道に出て追いはぎを働くといった不良ぶり・・・。
